Q: Before giving Ushr, should we check if he/she is eligible? Should Ushr be given to a person who left worldly pleasures (did tark-e-dunya) to show to the world (show off) and not for the sake of Allah, that is, the person doesn't really follow Faraiz-e-Wilayat?

Answer: If the person is tark-e-dunya and mustahaq (deserving/entitled), you can give Ushr. You do not need to check whether he is following Faraiz-e-Wilayat.
